From the context that I have read on american sites I gather that they are powder paints that are perhaps mixed with water to create a sort of poster paint?  Sorry not much help as I’m not sure either!

I think it’s a newer eggless version of the old egg tempera paint.  That’s all I really know, although I thought it would be in a poster paint consistency.

Powder paints by any other name, allowing you to mix your own colours and amounts - they use ground up pigments so the colours are often better and more vibrant than other pre-mixed paints you can buy.

Reeves do good ones - http://www.artifolk.co.uk/catalog/products/childrens_painting_and_sketching/reeves_tempera_poster_powder_paint_500g.htm

Trying to remember the make of the ones at dd’s school as they are excellent colours, it may come back to me smile

These are what they use to cover each other at the Indian Holi festial celebrations, very colourful.
